WP27 Objectives

The blurring of boundaries between the Third Sector and the state sector of policy and administration constitutes a significant challenge to democratic and non-profit theory and to the concepts of citizenship that comprises both active citizenship and citizenship rights. There are questions of legitimacy when it comes to the participation of third-sector-organisations in policy formation and questions of control and accountability when it comes to their role as welfare providers. Both aspects of welfare mix arrangements, a mixed governance and provision of services, will stand in the centre. How to link them in theory and practice with the issues of rights & entitlements and active participation of citizens? This will be the central question of the planned international conference. The whole project will be done in a teamwork together with Annette Zimmer and Matthias Freise (both Universität Münster) from the CINEFOGO network

WP27 Description of work

The planned conference will address the multi-facetted notion of citizenship as well as ways and traditions of how citizenship is put into practice by civil society organisations. Besides theoretical contributions the nexus between citizenship and CSOs will be studied in selected policy fields as eg. urban planning and regeneration, politics of culture, child care and elderly care, education and policies of social and labour market integration; a special focus will be on the local level. The conference will address both interested CINEFOGO - members and scientists from outside the network that have done theoretical work and / or empirical studies on the themes and issues. While the first conference will assemble theoretical contributions as well as evidence from empirical projects, the second one will take up the issues from the first conference with more or less the same participants, but in a more ordered and concentrated form, building on the results of the first event and contributions that have been changed and networked; thereby steps towards an integrated presentation of the results will be prepared. Within the course of the preparation special care will be given to network the WP with other WPs in the CINEFOGO network, especially WP 13.
