The report was made because of misunderstanding of project years and 18-months planning periods - the misconception presented as "overlapping periods". The report temporarily changed period numbering (project periods corresponding to project years) from 1-4 to 1-5, where original year 2 (period 2) became period 2+3. This causeless change violating several Articles of the Contract had to be settled, therefore in May 2009, numbering of months was put back to 1-48.
